My control pannel doesn't accept changes

This might sound strange, but no matter what links I provide when trying to set an avatar, my control panel doesn't save the changes and I have no avatar. Also I tried to change my current forum time, but the CP didn't accept that too.

Make sure that the image you're trying to use as an avatar is no larger than 160w x 320h...

As far as the time goes...You can't change the time set in the top right corner...That's set to the owner's time - Your time changes will be reflected in your message posts...But it returns to default every time you go to edit your profile...

Ex...If you get your avatar working, athen decide to go in and add a new sig or update your bio, you'll have to reset your time zone...
