I am very certain that is a lotus flower design.

People still purchase TIME magazine?

The person on the cover is actually two people if you look closely. The eye on the left and eye brow is very clearly of Asian ilk whilst the eye and eye brow on the right is of a different racial profile, notice the two “tufts” closest to the nose missing from the one brow on the left. Also the the profile of the eye is clearly different.

The art style is cheap looking and very flat I could’ve made that in probably an hour or less.
