WTF happened to dressing properly and exhibiting the proper gravitas in dealing with the public, whom government workers serve?

If I'd dressed like a complete slob, thrown my opinions around on the job, and lied to the people I would have been fired in short order. Hell, if you were late for work three times in a year you were fired.
