Congressman Devin Nunes correctly pointed out over the weekend that Congress can only conduct investigations, issue reports, and subpoena witness testimony in matters like this.

Congress cannot put people in handcuffs. They can only refer potential criminals to the Department of Justice for prosecution, based on what Congress finds.

We'll see if Senator Johnson's report finds Joe and/or Hunter Biden should be criminally investigated by the DOJ, and a criminal referral to the DOJ is made.
