UV light is what causes sunburn and damages skin. It is at the upper end of the "non-ionizing" spectrum. Longer wavelengths don't really do much damage, short or long term. That's why eyeglasses usually are UV filtered, but let visible light pass through.

Generally it results in cellular death. Dead cells don't begin to multiply wildly.
