I've heard that too, but doesn't a "proceeding" involve people? 200,000 of them times how many people per proceeding. 10% of the country would be involved in a sealed proceeding...with no leaks.
One thing that was pointed out last year by a legal expert here in ATS, is that when you issue an indictment, but not sure if you'll use it, or when you'll use it, you "lock it in", to prevent the statute on limitations on that particular crime from expiring. Do that today, and you can prosecute 10 years from now, if you want to.
