I think the watch the water most likely is an invitation to watch the waterways of this planet to see those who are worried about going to prison or worse fleeing to parts little known.
It might also be an invitation to look for anomalies on the water that might indicate action against undersea bases. In the conspiracy realm, underground bases are sometimes mentioned, and are undoubtedly a reality. Debate usually tends to center on how extensive such systems might be, whether more or less. Undersea bases, or underground bases that extend out into the seafloor, are likely a reality, though it's anyone's guess as to how common they are. Q was probably referring to the phenomenon of some elites fleeing from their respective roosts to their hideaways, but I thought the other possibility worth mentioning as well.

Yes, it isn't complicated, so no theory needed and over explaining can only serve to confuse.
It also cannot be "shown" or "proven" because there is nothing to prove.
Proof is predicted on a belief in the external reQuiring another to "confirm." This is as it is, so nothing can be confirmed, only remembered.

But now, advocates for 9/11 victims are asking whether the trip — and $1 million donation — are linked to the deadliest terror attack on American soil, which took place 19 years ago.
In a court filing earlier this year, the FBI disclosed that al-Jarrah, who was assigned to the Saudi Embassy in Washington, D.C., was one of a handful of Saudi officials who provided money, lodging and other help during the summer of 2001 to the 9/11 jihadists before they crashed hijacked commercial jetliners into the World Trade Center in lower Manhattan, the Pentagon and a farm field in Pennsylvania.
