Not always, some babies are born with defects that eliminates the possibility of it ever being able to survive outside the womb. And, these defects can often be detected before bith.
In such cases, it doesnt matter how far along the pregnancy goes, the baby will never be viable.

Yes, some babies are stillborn because they are not viable, nature takes care of that.
