Does the Monroe Doctrine only apply to Europe or does it apply to any non-Western country interfering in the Western Hemisphere?

It was invoked during the Cuban Missile Crisis.

So why wasn't it invoked during the 2016 election?

Yeah, I'm at a complete loss here. No idea what you're getting at. The Monroe Doctrine deals with foreign policy as I understand it.
