This falls in roughly the same category as people bringing their small children to protests. Common sense would seem to clearly identify these events as no place for anyone lacking full control over their faculties. It's a sad situation, but it isn't like the cop did much beyond a light arm sweep... he had no way of knowing the old codger had the balance of Hillary Clinton trying to navigate a flight of stairs.
