All I'm saying is, I doubt white collar criminals, and those taking bribes or embezzling are from the inner city, and out there looting, burning, etc.

I don't buy the premise that because there are criminals in one segment of society, that it's OK for other segments to be, as well.

What you mean "may"?????? Most definitely will begin to rise. Then guess what? - tax payer pays anyway for their incarceration costs or more jails or the damage etc.
