Better check that info. I know for a fact the Seattle's Quarantine zone is not Naval base Kitsap (I live near there). They were being held at either a public facility in King County, or at Joint Base Lewis-McCord. SO I'm not sure where they got their info but it needs correcting.

Thanks for pointing out the Seattle info.
The chart came from Business Insider, sourcing the Department of Defense, but it was from Feb 2020.

Just seeing the same patterns pop up over and over, but in this case, the connection may just be their proximity to urban populations.

Another thought re Minneapolis:

That's the biggest town in the geographical centre of North America if I am not mistaken. That makes the events there even more symbolical and probably also leads to some interesting resonance effects. The fast spread of the riots might be helped by this.
