It wasnt the 2000 or so people polio killed that scared the heck out of people, it was what it did to the 16000 or so it left paralyzed every season that did..

"Fighting the war" in this case is taking proactive measures to defeat the invader... not just letting the invader rampage and loot the countryside till it gets bored and moves on.
It means sending the most talented knights out to slay the dragon. Not push the most vulnerable sheep out the door hoping it will satisfy the dragons appetite for a time.

So, you think the virus wont kill you...

Polio killed far less...
But then, death isnt really what comes to mind when we think of polio anyways is it??

Even if it doesnt kill you. It has the capability to rack up some steep medical bills.. and it's too soon to know what long lasting effects it brings with it.
