The paper is in the glove boxes of their cars and they are working atm. It was not anything from Gov't, just typed message on letterhead given out at workplace that went like this:

To whom it may concern:

Please allow XYZ to travel to our facility and return home for employment purposes. Mr. XYZ is considered an "essential" part of our team at XYZ company and will return home after shift per Governors orders during this Covid19 outbreak.

Sincerely, Mr. XYZ with contact info.

They said to show it if they are pulled over by police.
