Who is the Commander and Chief of the military?
Under what article can the President impose MI take over investigations for the 3 letter agencies? What conditions must present itself? Why is this so VERY important? Who surrounds POTUS? They lost this very important power _ the one area of the govt not corrupt and directly serves POTUS.


So I started looking into this. Found some interesting stuff:

"The 1878 Posse Comitatus Act expressly forbids the use of military forces to "execute the laws," except when expressly authorized by the Constitution or a statute. It has long been thought to limit most military involvement in civilian law enforcement. The Church Committee concluded in 1976 that the Act "would probably prevent the military from conducting criminal investigations of civilians, but... would not bear upon other types of investigations. ' '

Since that time, however, Congress has enacted an exception to the Act that allows the Secretary of Defense to provide law enforcement officials with "any information collected during the normal course of military training or operations that may be relevant to a violation of any Federal or State law," and to take the needs of such officials into account "to the maximum extent practicable" in the planning and execution of military training or operations."

The military personnel involved in the Mercy and Comfort deployments, as well as the other units that have been deployed, including the National Guard, would be classified as 'normal course of military operations'.

The problem is, they have this information, but they would have to turn it over to the FBI or the police for them to make an arrest. So we need something that enables Military Intelligence to take the place of domestic law enforcement.

We read on:

"Other statutory exceptions to the Act are potentially much broader. The Stafford Act, for example,.gives the President authority to use the armed services in an emergency to perform work "essential for the preservation of life and property."

Another statute allows military forces to assist the Justice Department in collecting intelligence or in searches and seizures when it is "necessary for the immediate protection of human life.""

The Stafford Act covers the use of the military in clearing out the child trafficking tunnels without telling Congress about it.

The second statute is the one we are focused on, though:

"Sec. 382 - Emergency situations involving chemical or biological weapons of mass destruction

(c) Forms of Assistance.—The assistance referred to in subsection (a) includes the operation of equipment (including equipment made available under section 372 of this title) to monitor, contain, disable, or dispose of the weapon involved or elements of the weapon.

(2)(A) Except as provided in subparagraph (B), the regulations may not authorize the following actions:

(i) Arrest.

(ii) Any direct participation in conducting a search for or seizure of evidence related to a violation of section 175 or 2332c 1 of title 18.

(iii) Any direct participation in the collection of intelligence for law enforcement purposes.

(B) The regulations may authorize an action described in subparagraph (A) to be taken under the following conditions:

(i) The action is considered necessary for the immediate protection of human life, and civilian law enforcement officials are not capable of taking the action.

(ii) The action is otherwise authorized under subsection (c) or under otherwise applicable law."


So...the only way Military Intelligence can take over from the CIA, FBI or NSA, without Congressional oversight, is for the release of a 'biological weapon of mass destruction' and the intervention is deemed necessary for the immediate protection of human life.

Have we seen anything recently that could be classified as a biological weapon i.e. might have escaped from a bioweapons lab?

Remember when Cuomo said that he would have to stop paying law enforcement in New York if the Federal Government didn't give money to the states? The states need $500 billion in funding.

Wouldn't that constitute as 'civilian law enforcement officials are not capable of taking the action'?

This is why the states have to be squeezed and won't get money, IMO. Right now, during an attack on US soil that came from a foreign country that could have originated in a bioweapons lab, with all 50 states in a state of emergency, is the ONLY opportunity for Military Intelligence to operate domestically and arrest people...but the police have to be stood down first.

“New Yorkers need funding for this budget, because we can’t do it otherwise,” said Cuomo. “And Washington is saying ‘We want to fund small business.’ Yeah, great, you should fund small businesses. And they want to fund financial services and airlines and hotels. Yeah, that’s great, fund all those businesses. You know all that stuff about Fauci and Gates and the WHO and them having a plan to release this virus onto the world?

It's very clear that the Deep State is complicit in allowing the Coronavirus into the country as a way of tanking Trump's chances at the election.

I think he's about to use their own plan against them. Wait for the states to say they can't pay their police force anymore and the military has been called in to act as the state police force.

That's when the arrests will happen, because they can't happen otherwise.

That's oil futures.

It means that people are paying others to take the futures contracts off their hands...because if they don't, they will have to accept the barrels of oil listed in the futures contract.

"WTI May-dated futures contracts, which expire Tuesday, require futures buyers to take delivery of the oil in Cushing. But given that there is little if any storage space available in that location the traders are ditching their contracts, Burgansky explains.

I used to think that stuff like that, and companies like Huawei, were simply being adopted due to misplaced trust, ignorance, or incompetence. Or some mix..

Definitely thinking its more about complicity now, even if I still suspect it all runs deeper.

Kinda changes the landscape for a lot of these discussions and concerns. Even going back to Clinton/Loral (and by extension, the other Clintons server fiasco!), it speaks to a much trickier situation.
