You mean the three icons which appear at the top right of each post?
You use the last one if you simply want to reply to that post.
You use the middle one, the quotation marks, if you want to quote a portion of the post when replying to it. Ideally, you delete everyhting in that post except the specific point you want to reply to. "Quoting" the whole of the other post is a bad habit and takes up too much space. It leads to an awkward "nesting" phenomenon of quotes within quotes, which the software tries to inhibit.
Using the first item, the "link", allows you to copy the address of the specific post, for linking purposes. I've almost never had occasion to use it.
