At a lake near me a friend went to the restroom and found someone had cut the locks on the TP holder and taken all the Forest service grade TP

On the way home he stopped at three other camp grounds and found the locks cut and the TP cleaned out.

If you have ever used forest service grade TP you will know how desperate people must be getting.
