yes and no
N95's will lower the total area of infected breath,by adding a simple barrier but will not stop it from getting through.

The whole proposition that they are not effective flies in the face of all the medical staff wearing even LESS than these things.

Why would N95's be pulled off shelves and reserved specifically for care workers?
