Sorry I didn't respond to this earlier, it's a good question. I don't really see any good reason we shouldn't be able to create negative mass in a particle accelerator, that's actually one of the things which makes me think antimatter could potentially be negative matter. Hopefully these new experiments designed to test the gravity of antimatter will yield some results soon. And yes obtaining negative energy is a major obstacle to building almost any sort of warp drive.
