Chinese-educated microbiology researcher Qiu – along with her husband and fellow researcher, Cheng Keding, and an unknown number of Chinese research students – were removed on July 5 from Canada’s only level-4 virology facility at the National Microbiology Lab.
But by the looks of it, this disease is a bioengineered weapon of mass destruction that has either been accidentally or purposefully released (either way the cat is out of the bag) so a vaccine isn't happening any time soon.
Dr. Plummer, one of Canada’s leading scientists, died Feb. 4 in Nairobi, where he attended an annual meeting of an international HIV research collaborative he helped found. He was 67. Colleagues said he was feeling unwell while at lunch with his daughters, and collapsed as he returned to his hotel. He was driven to a nearby hospital, where he was pronounced dead upon arrival. The cause of his death was not yet known at the time of publication.
No one from Winnipeg's National Microbiology Laboratory bothered to report the theft of 22 vials of biological material to police, despite an international uproar over a former researcher accused of smuggling the substances across the U.S. border.
Some of the vials included genes from the deadly Ebola virus, but local scientists say the material is not infectious. Konan Michel Yao, 42, faces U.S. criminal charges for smuggling and is currently in the custody of a U.S. marshal. The latest revelation comes one day after senior lab officials admitted they had no idea that 22 vials of biological substances were missing from the high-security facility for close to four months.
Court documents allege the former researcher stole the vials on his last day of work at the virology lab in January because "he did not want to start his research over from the beginning when he entered into his next fellowship" with the National Institutes of Health at the Biodefense Research Laboratory in Maryland.
Dr. Tom Ksiazek, former chief of special pathogens with the Centres for Disease Control in the U.S., said the CDC ensures vials of non-infectious materials are accounted for, but that scientists do not keep as strict controls on them as they do for infectious agents.
Ksiazek said it appears the incident has more to do with intellectual property and ownership of research than it does with security protocols. He said researchers must fill out request forms to transport biological material with them if they are leaving one lab to take a job in another.

The main culprit seems to be Dr. Xiangguo Qiu, an outstanding Chinese scientist, born in Tianjin. Heading until recently the Vaccine Development and Antiviral Therapies section of the Special Pathogens Programme, she primarily received her medical doctor degree from Hebei Medical University in China in 1985 and came to Canada for graduate studies in 1996. Later on, she was affiliated with the Institute of Cell Biology and the Department of Pediatrics and Child Health of the University of Manitoba, Winnipeg, not engaged with studying pathogens.
