They thought Caesarion being the child of Cleopatra and Julius Caesar would be chosen to rule the Empire in time, therefore no Senate.

That fits Cleopatra as a Greek Pharaoh who thought she was Isis on Earth, the astrologer took time to deliberately find the alignment beforehand.
