So, your analysis is that ...wait... Guilianni got paid for services from 2 American citizens originally from Ukraine.... Trump told his State Dept to work with Gulliani - his lawyer.....hmmm... so Trump must have paid the Ukranians to pay Gulliani????? Really"????

What you read is a publicly released opening statement that has been prepared beforehand. What this new breaking news deals with is the actual closed-door testimony and what the people who have been privy to the goings-on have told the press. Hours of testimony are not the same as an opening statement, possibly written in the presence of you know who.

Those transcripts will get released once the investigation is over, as Chairman Schiff indicated. That may take months.

It is an excellent point that the AP article linked in the OP for this thread is unclear as to the source of its claims.

It is an excellent point that the President has great latitude in the appointment of individuals to represent him in his official capacity as messengers, envoys, etc.

However, in the matter under discussion, there would be an apparent conflict of interest for the personal attorney (Guiliani) for the President, who has also been paid for services by foreign nationals seeking influence, to operate outside of normal Department of State channels. Further the optics of such an arrangement are confounding.

This is merely one act of a series of acts that could be used to establish a pattern of behavior that would be illegal but is probably not illegal in and of itself.
