While I do agree with you that based on the report the scope is limited, however, research with mice is well understood and there is a huge body of data so I would take the claim seriously.
The issue with the vaping is not the nicotine (which in and of itself well understood) per say but with whatever lies in the vape juice that is perhaps the culprit.
