This is just my opinion, not from a legal viewpoint, and I don't much about the tweet etiquette:

"Upon information and belief" has a very limited use and meaning in the American legal field. It means that the person attesting to it has a belief that something is true, and has information it's true, but not necessarily direct proof positive.

E.g., you don't have proof positive that the business associate you loaned money to used that money for a trip to the Bahamas instead of for the business purpose. But you know he went to the Bahamas, and his sister told you he doesn't have any money of his own so you have to sue him to get it back. "On information and belief, the business associate improperly used the business loan for a personal trip to the Bahamas."

Thing is, with limited space in a twitter message; and with the entire world scrutinizing every word in POTUS' tweet; and with "information and belief" being the unique jargon of the legal world, I wonder why he would waste tweet real estate saying it?

Sometimes people just say things to sound officious. But he's the Prez, he should know better.

James Le Mesurier, White Helmets co-founder, discovered dead in Turkey

A former British Army officer honoured by the Queen for his work with the White Helmets civil defence group in Syria has been found dead in Turkey.

The body of James Le Mesurier, who received an OBE in 2016, was discovered on Monday near his home in Istanbul, White Helmet sources told the BBC.

Mr Le Mesurier's body was found at about 04:30 local time (01:30 GMT) on the street near his home and office in Istanbul's Beyoglu district on the European side of the city.

Reports in Turkish media say his body was discovered with fractures to his legs.

Mr Le Mesurier, who was believed to be in his 40s at the time of his death and had also worked for the United Nations, was considered a co-founder of the White Helmets.

The Russian foreign ministry tweeted about Mr Le Mesurier last week, alleging that he was a former agent of the UK's Secret Intelligence Service, better known as MI6.
