When I was at DLI, at Lackland AFB, in the early 80s, between official course stuff, there were periods of weeks, where we got temporary assignments...as did everyone in school...idle hands and all. I happened to get assigned to a rec center, where it was mostly exchanging towels, and dust mopping racquetball courts.

Another guy who worked there with me, was in cypher school. Now DLI was just about top 1-2%, per ASVAB scores. The cypher folks were more like top .01 percent. They had their own little tiny base residence area, which were not dorms, but actually houses...tucked way back in a far corner.

At any rate, I got invited over a couple times. It was like being off base. And there were almost literal clouds of dope smoke coming out, when you opened the door. There were quite obviously different rules for them. And their conversation when I was there, was about exactly that kind of stuff. It was mostly big brain competition between themselves.

Over at DLI, our handlers were mostly in charge of keeping us dumb smart people out of trouble. They would throw keg parties between the dorms...bail us out of jail for invading condo communities around the base, and going skinny-dipping...stuff like that. Never saw less than a Tech-Sgt, managing us.

So yeah. I can easily see that. But...feel free to call anecdotal...

I took a road trip with a friend about 10 years ago out to Texas. On our way we stopped in a town in Arizona, don't recall which one, but it was a small freeway stop. It was late and all the hotel/motels were full. We finally found one that had rooms left. The sign had been covered with a temporary tarp sign that said something like King's Hotel or King's Lodge or King's "something". Very generic font. We wet into the lobby and it reminded me of a town under occupation. Very weird vibe. There were a bunch of 20-something guys just standing around drinking and watching. Not really doing anything and all in different parts of the room, so not like a big group waiting for a room. There was one young blonde lady behind the desk with two guys behind her on each side. She seemed a bit uppity and really didn't know what she was doing. It was like she just came in, sat down and started playing hotel clerk. She was very insistent on knowing where we came from and where we were heading to. I chose not to answer. We took our bags to the room, key card didn't work and had to go back. She was annoyed that I "didn't know how to use a key card" and she reprogrammed it. After getting into the room I went for a walk. There was a convention style room with a big glass wall and doors to the parking lot. Inside it was wall-to-wall people in their 20's - 30's partying and whooping it up. Lots of booze floating around. I walked through the parking lot and every space, our truck was the odd one out, was a Halliburton truck. A full hotel in the middle of nowhere Arizona filled with young Halliburton employees partying and seemingly taken over the hotel. I went back to the room and was met by a random guy who was very insistent on knowing where I was traveling. I made something up and he seemed very relieved at my answer. It was all kinds of weirdness.

Poisoner in Chief: Sidney Gottlieb and the CIA Search for Mind Control by Stephen Kinzer

Should be required reading for all of us, as it explains how out of control the alphabets are and have been since the end of WWII.

Really despicable stuff. The CIA continued the ghastly medical experimentation of the Nazis and the Japanese and actually exceeded the wartime cruelty of both regimes.

The only time I was at Lackland was for Basic. By DLI, I'm assuming you mean Defense Language Institute? I went to the DLI Russian course at Syracuse University. There was a Chinese course at Indiana University, Terre Haute, and a large multi-language facility at Fort Ord, outside of Monterey, Cali. There were other locations I can't remember.

Highly-recommended with the caveat that this looks to be a controlled-release of sorts. Kinzer ultimately makes it sound as if it were just a few bad eggs when the truth is that the IC system generally turns into an out of control monster that only increases the misery it unleashes on the world as it falls, itself, into uber-paranoia and malevolent incompetence.

However, it is an interesting character study into "the banality of evil" and how it becomes institutionalized.
