How does cutting power reduce wildfire risks? If anything I would think it would increase the risk because people will be using actual fire to light their homes and whatever.

It's certainly going to increase the risk of house fires, because now people across 29 counties will be using candles, barbecue grilles, and cans of Sterno to compensate for lack of electricity.
