Not "we fully expect" or "when shut down all are screwed" but "fully PREPARED" as in, we know this is possible and we have plans in place to deal with it - not be done in by it.

SWD, in order to get a sanity check on whether the strings ARE IP addresses it's worth comparing them using the IP address format links below:

IPv6 addresses Wiki
The picture details losing the zeros!
Mentions use of lowercase letters to represent hexadecimal numbers - relevant to the larger numbers!

IPv4 addresses per country Wiki

Assuming any IP address Q is giving us for evidence would point to an IPv4 address if over a decade old, then the new IPv6 address for a US url would be:

64:ff9b::COUNTRY.0.0.0 to 64:ff9b::COUNTRY.255.255.255

where:
64:ff9b:: Is the block of IPv6 addresses that hold ALL IPv4 addresses that existed before IPv6.

COUNTRY would hold 001, 541,605 or 760 for any US urls. In hexadecimal that would equate to 001, 21D, 25D, 2F8.

In summary:
a) check for prevalence of 001, 541, 605, 760, 21D, 25D or 2F8 in the decode strings. This will point you to the likely start of an IPv4 address,
b) When trying the results I suggest you use IPv6 so prefix your results with 64:ff9b::
