Care, I think most of the senior government personnel are more loyal to the bureaucracy than to the Constitution.

That is not to say they're all bad people for that, but the ugly truth is that the "System", for decades, has made little to no effort to motivate government employees to periodically consider the oath of office they took, and how it should factor into their conduct at the workplace. Thus, they focus solely on making the boss happy and avoiding situations in which they become disliked by their peers and supervisors.

These bureaucrats are the foundation upon which real bad guys, like Brennan, find firm footing for their schemes.

SWIFT Ukraine special

 in August 2014 the UK planned to press the EU to block Russian use of SWIFT as a sanction due to Russian military intervention in Ukraine. However, SWIFT refused to do so. In their official statement they said, "SWIFT regrets the pressure, as well as the surrounding media speculation, both of which risk undermining the systemic character of the services that SWIFT provides its customers around the world". SPFS, a Russia-based SWIFT equivalent, was created by the Central Bank of Russia as a backup measure.
In September 2018 the European Union foreign policy head, Federica Mogherini, proposed the development of a new "special purpose financial vehicle" intended to bypass SWIFT.[citation needed] The seven founding members of this new system are to be Iran, the European Commission, Germany, France, the UK, Russia and China – but not the United States.

In the first half of 2016, an anonymous Ukrainian bank, with the episode being investigated by ISACA, and others—even "dozens" that are not being made public—were variously reported to have been "compromised" through the SWIFT network and to have lost money.

this now builds triple redundancy into the system(s) of international financial clearing, the West's SWIFT, China's CIPS, and Russia's SPFS. In a certain sense one might add Japan's own system, in widespread use in the Pacific, for credit card clearing, which Japan could - and I predict ultimately will - build out into its own fullscale international clearing system. 

"why would one build quadruple redundancy" into an overall system of international financial clearing? I strongly suspect that the answer is a military one, for redundant and ultimately hardened systems are a hallmark of military preparations to secure essential communications systems - and financial clearing is an aspect of communications - from any potential threat.

I pointed out in my book Covert Wars and Breakaway Civilizations, and again at the 2014 Secret Space Program conference in San Mateo, California, that one of the concerns of the Brookings Report (1958) for space development was the use of space-based assets for communications and financial clearing, and that in that context, the UFO, and some apparently hostile activity connected with some UFO reports against airborne and the few space-based assets of the time, raised the issue of financial clearing and redundancy to the level of a national security issue.

Viewed this way, it is also a planetary security issue, and the build-out of redundancy in international financial clearing, and the correspondent breaking of SWIFT's monopoly, may have other reasons than "down-to-earth" geopolitics, and other "potential threats" may hover in the background. Indeed, with Russia, China, Japan (and India) being "space powers," and with each country expressing a desire to jump on board the "space mining train," eventually those clearing systems will have to become interplanetary in nature...

I found this declassified document PDF about ISA HQ, which is the same I believe but older and there is stated on page 3. They were located at Arlington Hall Station Va, training facilities at Vint Hill station Va and the nuclear test site near las vegas.

I agree. We really have no other colloquial term from the Dark Control System. We use government as a catch all and it handicaps the understanding. When we say "government" we all 'know' what that means even if it means nothing of the sort.

CompartMENTALization is the hallmark of those who wish to remain hidden. They simply create all forms, and I mean all forms, of disguises to get us to do what they need and a big part is word play, teeeveee, movies etc.

Teeeveee and movies have turned all that defining into a mess. I can hear when folks are using such things as their foundation for "life" and it makes for a tough conversation indeed.

Oddly as an aside. The above comment really applies heavily to those who grew up in the internet age - their reference points are beyond problematic on everything. UFO's are the US Air Force has been my theory for a long time. I have no reason to doubt it. Aliens? I am like that poster "I want to believe" but I don't really have a reason to yet. Fox Muller in X Files had a reason but that is fantasy. Maybe the truth still, I know. I won't close my mind.

So, we either need to break the spell of teeveee and games or work with it. I am working with it since so many are occupied. No condemnation of the stupidity of playing and not doing because we all like to do it. But like enjoying a good alcoholic drink, things need to be done in a fair amount of moderation or bad things happen.

I want my MTV back, You tube is good and really better but that was a nice distraction for my generation. Now those channels are Progressive hate machines. The old MTV yea, War games, pfff.
