1) I think this tweet highlights that a couple of parameters can be used with the CAPS only simple gematria (Cosg) decode method so I'll explain the theory here first, then show decodes:

a) Basic Cosg method takes the CAPS only from a tweet and then calculates the simple gematria of them,
b) 1st extra parameter: ...Some tweets have dashes in them of varying types; there is "M-dash" = —, "N-dash" = –, "minus" = -. Where M-dash or N-dash occur we can treat them as additional capital letters, adding an M or N to the CAPS only string, which adds 13 or 14 respectively to the simple gematria,
c) Q1461 hints at this with the following lines:

Good decoding.
Technically US 11th = SING 12th, correct?
What else might (23) refer to?
Dash v Minus?
Military.

d) Note the US 11th, SING 12th? Well M-dash would be 13th=M and N-dash would be 14th = N!
e) 2nd extra parameter: ... we can add any numbers in the tweet to the simple gematria total.

Now to the decoding:

2) CAPS only simple gematria gives:
basic = BAACISGSPL = 89
incl. M-dash = BAACISGSPLM = 102
incl. M-dash and adding 50 = 102+50 = 152

Let's look at the different results:
a) Q89 covers Clinton Foundation and Haiti... not really in focus at the moment? ...and I can't find tweet date of Sept 19th in the header,
