I would not at all be surprised to learn the Clintons had Epstein killed. I think it's clear the 25th refers to mentally incompetent in this case though.

You mean they're saying he's incapable ? No they aren't except by allusion to incompetance -

It's either death removal resignation or incapacitation . They're coining the themes of incapacitating him (ie in hospital), killing him , removing him or making him resign , by asking if he has triggered the 25th amendment yet .

Just to play the devil’s advocate, the 25th amendment does include removal from office — so she could be making a reference to impeachment. There are still some who earnestly believe that Trump will be impeached, removed from office, and that socialism will create a utopian society, in which we will all live in peace and harmony.

But then again, this is a matter of coming from the Clintons, who have a kill count rivaling that of the Second World War — and seem to be able to shrug off all charges and accusations against them, with the utmost aplomb.
