"Do you feel in charge?" (HELP)

I plucked an avatar image a couple years ago. It must've been soon after Trump made the speech where he almost quoted Bane word for word (from Batman).

The avatar showed Bane in his standard mask. And superimposed flourescent text said "Do you feel in charge?"

I would like to speak with the person who had that avatar. I'm interested to find out who made it.

It should be easily recognizable from the description I gave so I don't see any need to upload the image here.
