Who decides? It's called voting, and having a democracy, and these silly little things called laws.
Immigrants can have a lot of worth, they just have to keep that worth in their own countries, or come here legally.

We have at least four times as many immigrants as second-place Germany, and at least 2 million more arrive every year. No matter what the America-haters think of us in this country or the rest of the Western world, the Third-World thinks this is a great place to live. They think it’s so great they’re flying to Mexico and asking for asylum at our southern border. They set out in enormous caravans on foot to crash our border. Screw the rest of the world and whatever they think about us!

While I don’t hate any immigrant who wants to assimilate without forcing the American taxpayer to subsidize him, I dread the population growth projected by Pew Research. According to a 2015 study by Pew, future immigrants and the children and grandchildren born to them here will add more than 100 million to our population by 2065. I’d like to know how any liberal/progressive out there feels about this: a one-third rise in our population. We’ll have to increase everything in our nation by a third just to maintain our present standard of living. And just imagine the increased consumption of natural resources and greenhouse gas emissions. Is this what you leftists really want? How do you justify it?

Since you are in fan of democracy and The Rule of Law - The Law states that people can seek asylum the US. Other Laws speak about the humane treatment of people in all circumstance. Other LAWs speak to rights to hearings, counsel and the like.

And most of all LAWS are made by the Congress, they are not Imperial Decrees imposed by an autocratic Unitary Excecutive

Different groups offer different things.

The central Americans wont learn English as fast as others and will fight to keep their language.

Translate everything for them, they are too proud to not have their language part of the u.s.

They are very arrogant and pushy...they will arrive and right away demand changes and free handouts.

And by nature they have more offspring then they can handle or what society can.

It's a major issue in their countries, the problem is ignored, what's contraceptive?

Wait until you see what the u.s. looks like in 2 generations of them having 6 kids per family.
