Sunset time in Liverpool yesterday was 21:33, so it wouldn't be dark until about 1 hour after that. But then we don't know when this taken, only that it was uploaded today.
If it was back on 21st June (ie longest day), then sunset is at 21:44
Might help to find out what day this was actually recorded on.
ETA, what i can say for certain though is that it was not this...

As mentioned in some posts above, will be easy to rule in/out certain natural phenomena with location and direction.
Also, were there any of those shows on in that area yesterday where they have flying objects (kites, drones, planes) that have neon lights or led lights on them (someone can probably give the exact name of these shows, hopefully you know the type i mean)
