Because it's the US government.

They aren't interested in something that works. If they actually fixed something, it ceases to be an issue. If it ceases to be an issue, then there is no reason for them to exist and pander for votes.

That is easy to say of course, and the odds are you're correct, but the truth is that because other countries have designed and operated systems that work, that are superior to our junky system, we might arrive at a better model, just as they have.
