They could have easily fixed this after Katrina. The depth of flooding at worst case scenario was absolutely plain. All structures below that line were totalled. They could have just filled it all in, with chips and dust, with a layer of top soil. The titles would remain with the current property owners. Their land would just be 20 or so feet, higher in elevation. And their insurance would deal with reconstruction.
