Retired Circuit Judge Philip Smith of Pocahontas was reprimanded today by the Judicial Discipline and Disability Commission.
He agreed to the reprimand and also agreed not to serve in the judiciary in the future, including by temporary assignemnt. He retired at the end of 2017.
The complaint arose from testimony he gave during the case arising from his divorce from former Sen. Linda Collins-Smith. It said Judge Smith had used office computer equipment after hours for “extrajudicial activities.” It didn’t specify the activities.

Ok, here's a bit more I was able to find:
LITTLE ROCK (KATV) — Some lawmakers are calling for Senator Jeremy Hutchinson's resignation, after our partner Talk Business and Politics revealed in a lobbyist's plea agreement, that he's “Senator A”, and part of a multi-million-dollar bribery probe.
Hutchinson denies taking any bribes, but instead was providing legal work according to Hutchinson’s attorney Tim Dudley. Later on Tuesday, Dudley released this statement:
Today Sen. Collins Smith, another long time political opponent of Sen. Hutchinson, asked that my client resign. Senator Hutchinson denies that he accepted any bribe or otherwise is guilty of any of the allegations made by Rusty Cranford. Mr. Cranford is a convicted felon who, according to the government, attempted to murder someone and is merely trying to get his sentence reduced. His allegations are not credible and are not true. In fact, there are numerous errors in the facts laid forth in the Plea Agreement. Sen. Hutchinson did not give GIF to Cranford or any of Cranford's clients and complied with all of the Senate's Rules. The allegations of bribery are on their face ridiculous.

Cranford’s plea agreement said thousands of dollars also went to “Arkansas Senator A.” While unnamed in the federal court documents, prosecutors described “Senator A” as the sponsor of two bills to steer surplus funds to a Cranford client. Records at the Arkansas Legislature reveal a Hutchinson nephew, Sen. Jeremy Hutchinson, as the sole sponsor of the bills. The senator’s lawyer has acknowledged his client is “Senator A” but says “nothing illegal or unethical” occurred.

So there is indeed a Clinton connection here. Needs more looking in to to determine how strong that connection is and if it may have been related to Collins-Smith death.
