On the right track. C_A has access to the same weapons development the armed forces has. Between DARPA and some labs I know of, it's real white coat white hair mad scientist sh#t. It's parallel thinking, C_A needs something to take out HVTs in real time they come up with Predator and the Hellfire, same lab that came up with the major tank killer missile, the Hellfire for the military years before. So modifying the Hellfire to give the same effect (a dead HVT), without blowing the city block to hell makes perfect sense. NVF has received donations from a plethora of corrupt people. The one that jumped out at me was Valhalla Charitable Foundation.
