I think the headline needs to be more than 30 characters long and the snippet from the news article more than 100 characters long for the button to appear.

Works just fine. But when you cut and paste your snippet from the article, make sure the character count drops below 750 by adding a space at the end. A quick cut and paste doesn’t always trigger the character counter.
