It was, but distress and anxiety is a bit more than feelings being hurt, don't you think? Looking at examples cited in that article it's a lot closer to harassment which is already an offence for any offline comparable activity.

As with most laws, the Police may investigate but it's up to the CPS if a prosecution proceeds under it. Personally, I think it's a crap piece of law.
