Why would a sovereign nation prevent its citizens getting ANYTHING let alone disaster relief based on their thoughts/feelings on another nation?

I've made it no secret that I am a clear and open supporter of Israel.
That being said, this is stupid.
It's just like not being able to get government relief because you think Trump is a good guy, or "orange Man Bad" or not getting hurricane relief because you like having sexual relationships with large wheels of cheese.
