Santayana was referring to an educated population being the best defence against tyranny. If they are not properly taught the lessons of history, they cannot learn what it is to be free.
Which brings us on to the reality of an armed population versus an advanced military force. History shows us that, without outside support and without some reticence on the part of the military, the armed population is toast. Heck, look up the Battle of Kursk and tell us what even a million trained people with AR15's on either side could have done differently.
