What conspiracy theory is the most plausible?

Using the pirate maxim of "Two men can keep a secret if one of them is dead" what conspiracy theory is workable in the real world? There are lots ideas of conspiracys here and many of them require a lot of people to work very hard pull the wool over everyone's eyes.
So I give you a challenge what conspiracy theory could be possible with the least amount of people involved? It needs to be big enough it affects the world and still be controllable.

There are many conspiracy theory's that have turned out to be true. Most of them required more than a few people.

So I submit the conspiracy theory that a conspiracy can be kept secret, even when a somewhat large group of people are involved.

In 2013 the Army contractor said I was a Vril.

He said I was S.O. (special operations).

Vril, as in the parasite? I can't say that I've seen any info on it here on ATS, if anyone knows of a thread please link, im super curious about all that. There is a thread or two on the Vril society, like mentioned earlier, around here somewhere.

I was actually considering a certain conspiracy. The difference from the pirate maxim would sound something like, "Many men can keep a secret if they all are complicit, and equally liable to public disgrace, punishment, loss of wealth and freedom, and etc."

Epstein, Dershowitz, Acosta, Trump, Clinton, and etc. International child sex slave racket. Either they all keep mum or they all go down together.

Acosta is Labor Secretary, overseeing child labor laws and human trafficking laws. Hmmm.

I linked to a thread about it above, it was posted on this website in 2011. Someone in the thread said it is made-up from a book. It is about human energy like chi and has to do with Hitler.
