That bill was voted down in the U.S. Senate in 2018. It was passed by the U.S. Senate on February 15th, two weeks after Smollett's hoax. Kamala Harris SUCCESSFULLY used Smollett's "attempted Lynching" in her arguments to help get it passed.

Well, how could they pass it when it was sent to Congress after they recessed on 13 Dec 2018, and the biggest issue on the table upon return was the government shutdown? It wasn't tabled, or voted down, there simply wasn't time to bring it up for a vote.
