This looks like a good way to hide planning between army, police, national guard etc., under the guise of a "fast tracking" career management program.

In my experience, when you put someone on a fast track, you manage their careers to progress quicker by putting them in roles that will speed up their experience and networking growth. Positions like an "Aide de campe" to key generals or commands.

This would allow placing of people in key positions to spy on plans and activities? One in each DoD command, police HQs, Space command etc.?

The areas of civilian expertise also look like those that would be required to be centrally managed for consistency during round up of 70k indictment arrests- to avoid "not following process" legal defences?
