Who does he need to ask?
Like if it is an emergency is there some sort of hidden COC that prevents face to face secure meetings without approval?

The COC is a bit of a mystery, as it should be. Cheyenne/Rochester are West and East. SCIF's are pretty much scattered everywhere. To answer your ?, You know that answer. The COC runs a hundred yards deep. I'll speculate that the head of the NSA, need's to be authorized to see the POTUS in a SCIF? because it simply cannot be even status public, we're dealing with Aliens/demons here Dash. C'mon now
