Honestly I can't see Rail guns being effective for modern naval warfare anyhow. Fleet warfare is going to be a battle of who has the best anti-ship missiles. Rail guns are going to have a lot harder time engaging targets over the horizon than missiles will.
Submarines and anti-ship missiles are probably going to be the deciding factor in the next major world war. Not rail-guns.
