Trump can instruct both the Interior Department and the Military Corps of Engineers to upgrade all of the shoreline of all the Rio Grande River which forms a natural boundary between the USA & Mexico...

the other parts of the southern border without the Rio Grand waterway will need to be treated differently... probably with creating an inhospitable zone where even bacteria cannot endure...for the reason of 'protecting the USA from weaponized biological lifeforms'
