Following the incident, Russia accused Ukraine of "provocative actions" by not informing it in advance of the journey. Moscow alleged that Ukrainian ships had been manoeuvring dangerously and ignoring its instructions with the aim of stirring up tensions.
A statement released by Ukraine's foreign ministry denied the allegations. "Russia's provocative actions in the Black Sea and the Sea of Azov have crossed the line and become aggressive," the statement said. "Russian ships have violated our freedom of maritime navigation and unlawfully used force against Ukrainian naval ships."

If I were the leaders of the Ukraine, I would not be trying to do anything to challenge Russia. Maybe they are in the right, but having your whole country destroyed just because you have goat horns is not a good idea. Look at all the countries that have been trashed because they challenged Russia. Doesn't matter if the USA comes to the rescue, all of the Ukraine will be gone. Who cares who is right or who is wrong when it leads to your destruction. I guess the leaders of the Ukraine feel they are snug since they got bunkers.

All of the above were equipped with the Aegis Combat System. With the exception of the norwegian frigate they also had Ballistic Missile Defense capabilities. Could be part of the same pattern. And those are only the incidents that became public. It might only be the tip of the iceberg. The USS Laboon incident is not very well known:
