I get your point but if we use the exact definitions every refugee who does what crazyeed wrote...

...Is not a refugee by law but an immigrant. You can´t choose your country freely where you seek refugium. Per definition he is absolut correct and
this is the core problem.
That´s not to say, every country on the EU border is on it´s own, the refugees will propagate into other more distant countries, but they aint have
the right to choose where.
And seeking refugium is temporary, immigration, not so much. This is a very important difference. You can immigrate as an refugee, sure.
