Alessandro Cannizzaro, a 47-year-old father of two who has been in the U.S. since 1985, pleaded guilty to a misdemeanor count of voting by an alien. Cannizzaro, who is originally from Italy, was registered to vote as a Republican and cast a ballot in 2016.
they enter the country illegally, most likely have a fake SS# (identity theft), drive illegally etc.

When you move in my state, and either change your address at the Sec. of State, or the USPS, they send the change to the voter rolls.
Seems plausible you could get entered to vote at that point, with no question as to your legal status or citizenship.
